Igor Zaitsev, a pursued Russian gunrunner, is going to meet with Arsen Kovac at a nearby gas station. Get to the hills and wait for them to come. Take down both. In this case, the gas station is the OP: Gas Station -- and the goals are to scout around the OP and not cause any alarms to raise before the two targets arrive. As for finding a place with elevation to take out the targets, you can easily do that by following the directions you receive via your radio. You are shown a suitable sniping spot - but you should do a scan with your Drone so you know who and what is where first... Once you climb up to and hunker down at the Sniping Spot, you can hold the Square Button (in PS4) to wait for the targets to arrive. Basically skip the waiting time. Be sure you take out the Sniper in the Sniper Nest BEFORE they meet. What happens is the two targets meet and you are supposed to take both out with one shot - I tried but failed to do that - but still took both out - so the mission was still a success. Hopefully you did better. Once they are both dead you need to get out of there as you are going to get Mortared! Once you clear the area you get the Mission Summary - which is basically your stats for the mission.
