God's love is offered freely even to those undeserving, as seen in His mercy toward Israel after the golden calf incident (Exod. 33:19) and in Hosea’s story of unrequited love. Though God calls everyone to accept His love (Matt. 22), only those who respond are "chosen." The ultimate display of this love is Jesus’ voluntary sacrifice on the cross, offering salvation to all.
