Could the Catholic Church add books to their Bible? ‪@CA-Live‬ - YES. ‪@ApocryphaApocalypse‬ - NO.

Could a future Extraordinary Magisterium or Ecumenical Council in the Roman Catholic Church "infallibly declare" some books from the Eastern Orthodox Bibles (like 3 Esdras, 3 Maccabees, & The Prayer of Manasseh) are Scripture, and also "infallibly declare" the Trentine Canon in the 16th Century remained open if they ever reconciled with the churches in the East? Roman Catholic apologists (who themselves are not infallible) disagree on this, despite them all reading from the Acta of the Council of Trent, yet coming to opposite conclusions. For example, Jimmy Akin & Trent Horn (The Counsel of Trent) both from Catholic Answers, and Michael Lofton from Reason & Theology say "yes," while Gary Michuta (Apocrypha Apocalypse), William Albrecht (Patristic Pillars), & Dr. David Szaraz say "no." Who is right, since none of them are infallible, yet they come to opposite conclusions? If the Trentine Canon did indeed remain open, then the Roman Catholic Church can't be the church that Jesus built (Matthew 16:18), since both the Catechism of the Catholic Church & the Council of Trent declared the canon was passed down from Jesus & the apostles to the early church "hand to hand," which would means the Roman Catholic Church is potentially missing God-breathed Scripture.
