Chisa is a 5★ Havoc Resonator from the Star-Torch Academy in the New Federation, a high-tech nation with a massive wealth gap. She’s the first character to use the Havoc Bane mechanic, where Havoc attacks stack and detonate to deal massive AoE damage! Leaks suggest she’ll be a main DPS — though she might flex into a sub-DPS like Phoebe. She’s also the final character of the Septemont cycle, closing out an entire era in Wuthering Waves.
