Dylan eventually confirmed in his 1985 Biograph collection that the song was inspired by Greenwhich Village session musician Bruce Langhorne. Langhorne collaborated with Dylan a lot (his electric guitar is subtly all over this album) and he played acoustic guitar with Dylan on the ‘Pat Garrett and Billy The Kid’ album later on. Play the D chord as usual but favour the bottom E string (now D string - but with capo on 3 it’s a G!) Part of the reason for this song’s jangly sound is that Dylan avoids all 6th string bass apart from the D chord. The G chord bass is at 5th string which is quite rare.
