Thanks and have a great day.** On 1-1-2023 I was headed to an unrelated call when I noticed a black Cadillac turning south onto Patrick st. from Belt st. When the Cadillac turned I could tell that he was in the oncoming lane of travel then slowly merged into the correct south bound lane and headed towards Johnson Ave. and began swerving and failing to maintain his lane. Due to seeing this behavior I notified dispatch that I was having to pull myself off my current call due to a possible intoxicated driver. I then caught up to the vehicle at the intersection of Johnson and Patrick. The Cadillac then turned onto Johnson Ave. and began traveling eastbound and again began swerving all over the road failing to maintain his lane. I then initiated a traffic stop. Arrestee #1 (Gray, Sekou) then continued to travel east bound on Johnson at around 15 mph with his right turn signal on as though he was going to pull over. Arrestee #1 (Gray, Sekou) passed several side roads that he could have stopped at but continued all the way to Intersection Of E Johnson Ave / State St where he finally came to a stop on Johnson Ave. Upon approaching the Arrestee #1 (Gray, Sekou) I could see him in the driver's seat acting very sluggish and looked to be struggling in removing his seat belt. I then made contact with Arrestee #1 (Gray, Sekou) and asked him to step out of the vehicle for me. Arrestee #1 (Gray, Sekou) response was very slow and sluggish and his speech was very slurred to the point I had a hard time understanding him. Upon Arrestee #1 (Gray, Sekou) stepping out of the vehicle he made a statement in the form of " I'm drunk" or " I'm not Drunk". Arrestee #1 (Gray, Sekou) had a difficult time maintaining balance upon exiting the vehicle and I could smell the odor of intoxicants coming from his breath. I then asked Arrestee #1 (Gray, Sekou) to walk back to the front of my patrol vehicle. While speaking with Arrestee #1(Gray, Sekou) I could see that his eyes were very bloodshot and watery. I then explained to Arrestee #1 (Gray,Sekou) everything that I had seen from his driving behavior and physical state. I then asked Arrestee #1 (Gray, Sekou) if he has had anything to drink tonight and he stated that yes he has but it had been a while and that he just wanted to get home. I then explained to Arrestee #1 (Gray, Sekou) that given everything I have witnessed from Arrestee #1 (Gray, Sekou) that I could not allow him to continue driving without first performing a few field sobriety test for me to make sure he was okay to be driving. Arrestee #1 (Gray, Sekou) agreed to take the Standardized Field Sobriety Test at that time. The clues that I saw are as follows. HGN-- Lack of Smooth Pursuit in both eyes- Distinct and Sustained Nystagmus and max deviation in both eyes- Onset of Nystagmus prior to 45% in both eyes- Vertical Gaze Nystagmus in both eyes Walk and Turn-- Stepped off line- lost balance- missed several heal to toe steps One Leg Stand-- Put foot down- Used arms to balance- Hopped- Stopped Due to all behaviors and clues that I witnessed from Arrestee #1 (Gray, Sekou) up to this point Arrestee #1 (Gray,Sekou) was placed into custody and transported to CCDC on suspicion of DWI. Upon arriving at CCDC Arrestee #1(Gray, Sekou) refused to take any additional test and also refused to sign any paperwork that was asked of him. Arrestee #1 (Gray, Sekou) was read his DWI statement of rights and booked into CCDC on the listed charges. Arrestee #1 (Gray, Sekou) was issued citations 1A09970259 and 1A09970260 and has a court date of 1-18-2023 at9:00 a.m. and had a hold for the judge to set bond. The vehicle was towed from the scene by KEG Towing. Information was taken for this report.
