By next summer, the Federal Motor Carrier Safety Administration expects to unveil a proposal requiring most commercial motor vehicles to use speed limiters. In the U.S. Department of Transportation’s latest report on significant rulemakings, the agency projects that a supplemental notice of proposed rulemaking will be published in the Federal Register by June 30. Once the notice is published, the public will have another opportunity to comment. “FMCSA intends to proceed with a motor carrier-based speed limiter rulemaking,” the agency wrote in the report. Bipartisan bill would give truckers access to restroom facilities. Require retailers, warehouses, and other businesses to give truckers access to bathroom facilities when they are picking up cargo or making deliveries. Require that if a business has a restroom available to their customers or employees, truckers should have the same access. Require the operators of ports and terminals to provide bathroom access to drayage drivers. Bipartisan Truck-Parking Bill Introduced in Senate. A bipartisan bill introduced in the U.S. Senate would address problems with truck parking, authorizing $755 million in grant funding to expand commercial truck parking capacity. The Truck Parking Safety Improvement Act was introduced Dec. 1 by U.S. Senators Cynthia Lummis (R-WY) and Mark Kelly (D-AZ). The Senate bill establishes new funding eligibility criteria, including considerations for drivers' personal safety. The bill also would make routine maintenance expenses eligible for funding, as state transportation officials often cite maintenance costs as a deterrent to expanding parking capacity.
