Officers, prosecutors find creative ways to get drug dealers off Portland streets

A police officer arrested a man for "practicing medicine without a license" after spotting him dealing drugs in downtown Portland. According to the officer, this was because the man had a small amount of drugs and said he wasn't selling them, but giving them to others to avoid withdrawal.
