If you start your round, having selected more than 14 clubs in which you can choose from, then you incur the general penalty for each hole at which you have broken Rule 4.1b(1). If it is discovered that you have more than 14 clubs during play of two holes, the penalty is applied based on the hole just completed. . As the player in this video found out that they had an extra club in their bag (15) before teeing off on their second hole, they were penalised two strokes.
