Purbaya stated that this deficit is equivalent to 2.35 percent of Gross Domestic Product (GDP). "The state budget deficit was recorded at IDR 560.3 trillion, or 2.35 percent of GDP. This is still within manageable limits and in accordance with our state budget design," said Purbaya at the APBN KITA press conference on Thursday, December 18, 2025. Purbaya detailed that state revenues by November 30, 2025, reached IDR 2,351.5 trillion, or 82.1 percent of the 2025 state revenue outlook. In this case, state revenues came from tax revenues of IDR 1,634.4 trillion, customs and excise revenues of IDR 269.4 trillion, and non-tax state revenues (PNBP) of IDR 444.9 trillion. State spending by November 30, 2025, reached IDR 2,911.8 trillion, or 82.5 percent of the outlook. This spending realization consisted of central government spending of IDR 2,116.2 trillion and regional transfers of IDR 795.6 trillion.
