Raiden makes his way to strut B and upon entering a hallway leading into transformer room located there, finds it covered in blood with corpses of Navy SEALs strewn about. As he prepares to enter the room itself, Raiden hears the sounds of shooting and after entering the room once it stops, discovers a man sucking blood out of one of dead Marines in the room. Upon noticing Raiden, mysterious man prepares to kill him as well before another Marine enters the room and attacks him, forcing him to seemingly retreat. However, he quickly reappears and manages to slash Marine's arm open and overpower him. In desperation, Marine slides his rifle over to Raiden who uses it to attack the man with his retaliation being stopped as he is called to the nearby central core of Shell 1 by his female comrade who has secured the president. Due to this, he disengages Raiden and Marine and retreats for good before they are able to stop him. Now alone, two men strike up a conversation with Marine introducing himself as Iroquois Pliskin, member of now-massacred SEAL team 10's Alpha Unit with Raiden expressing doubt at this upon noticing a sea louse crawling out of Pliskin's uniform, implying that he entered facility by swimming, possibly making him the mysterious second infiltrator whose presence was noted by Raiden earlier. However, Pliskin maintains his identity and explains what happened to shocked Raiden; Man who attacked them was Vamp, Romanian-born operative of Dead Cell who specializes in knife combat and has unnaturally fast reflexes. He also briefly explains the unit's history; They were initially founded to act as a training group for US' anti-terrorist groups by devising and carrying out unannounced simulated terrorist attacks which would then have to be stopped. However, after their original field commander died in prison, unit became increasingly less controllable before finally going rogue after US government decided to try and eliminate all of its members six months prior. As they talk, Pliskin's radio goes off, revealing that SEAL team 10's Bravo Unit is stuck on the bridge between struts B and C and are fighting to secure the president with Raiden heading there immediately while Pliskin decides to rest up since blood loss from Vamp's prior attack has left him weakened, giving Raiden a .45 handgun for self-defense and a pack of cigarettes before he leaves. Upon reaching BC connecting bridge leading into central strut of Shell 1, Raiden witnesses Bravo Unit shooting at a woman carrying what appears to be a miniature rail gun with knocked out president laying on the ground behind her. However, Marines' bullets simply fly past the woman, revealed to be a Dead Cell operative codenamed Fortune due to her unnaturally good luck protecting her from any kind of injury in combat with her luck even extending to grenades as they refuse to detonate in her vicinity. As their standoff progresses, Vamp emerges from central strut and takes both the president and a briefcase that the was carrying. Now desperate to rescue the president, Marines prepare to rush Fortune only for her to activate her rail gun, using it to destroy the bridge leading into central core and kill the approaching Marines. With SEALs' rescue mission officially ending in sound failure, Raiden is notified that he is the only remaining operative capable of rescuing the president and that in order to prevent Sons Of Liberty from retaliating for SEALs' rescue attempt by destroying Big Shell, he will have to defuse multiple C4 explosives left all over the facility. Since Raiden himself isn't trained for such task, he is ordered to find and get in contact with bomb disposal expert brought into Big Shell by Marines who is supposedly somewhere in facility's strut C...
