1995 Honda Shadow VLX600D C - Wont Run - No Spark

Cant get any fire to the plugs. Here I am checking kick stand and clutch and neutral switches to see if they are closing the circuit at the G/W wire at the ICM. I have new plugs, power to the coils, checked ICM and pulse generators per 16.4 and 16.6 of service manual have voltage and and resistance readings are good. Coil resistance is good. Just not getting any spark to the plugs. This bike was running but intermittent issues with wiring harness shorts and burned wires when i bought it so i replaced the harness with one i bought on ebay.
