How to get all 11 unlockable NPC drivers in Mario Kart World using the UFO transformation mechanic in 1.3.0. Sans commentary. Rocky Wrench is the most difficult as his static spawns hide under their manhole covers preventing the UFO from abducting him. That is why at the end we're constantly bouncing back and forth between Peach Beach and another track to reset the three NPC racers and try to abduct Rocky wrench that way. If you find Rocky Wrench but fail to reach him in time before the UFO collapses, simply travel to the track you are currently on (probably Peach Beach) WITHOUT traveling elsewhere first: this will keep the currently chosen NPC drivers. They only reset if you warp to a different track (or probably travel too far out of bounds).
