The Order FAR WORSE Than Order 66 The execution of order 66 was one of the most dramatic events in galactic history. In mere minutes, the once powerful Jedi order was on its knees. And only hours after that the Republic ceased to exist, replaced instead by the Galactic Empire. Order 66 was part of the 150 clone contingency orders, a compilation of orders to be carried out by the clone army in the case of various emergencies. These orders could only be activated by the Galactic senates security council or by the Chancellor himself. Through the use of an inhibitor chip, clones were compelled to carry out such orders. If they managed to resist the inhibitor chips effects and did not follow out such orders, they were to be demoted and subject to execution. As you likely already know these Orders were set up by Palpatine with the goal of using them to eliminate and hunt down the Jedi, specifically by using Order 66 and Order 37, the order we will be discussing today. These clone contingency orders were hidden amongst a plethora of other mundane orders, designed to deter people from looking too much into them. Take order 5 for example. In the event of the Supreme Commander (Chancellor) being declared unfit to issue orders, as defined in Section 6 (ii), the Chief of the Defense Staff shall assume GAR command and form a strategic cell of senior officers (see page 1173, para 4) until a successor is appointed or alternative authority identified." Pretty boring right? This was no doubt intentional. By filling up 150 of the orders with boring and mundane legal jargon, he deterred prying eyes away from the two orders that really mattered to the Sith grand plan. These orders were of course the infamous Order 66 and the lesser-known, but even more brutal Order 37. While Order 66 was no doubt horrific, it did not have the same scale as Order 37. Order 37 was designed to be used after Order 66. In particular it concerned itself with hunting down fugitives, notably Jedi. However, it did this in the most brutal way possible and was designed to pray upon the Jedis' morality so that they would give themselves up to the Empire. Upon its execution, Order 37 would proceed as follows. Firstly, the Clone Army would shut down all holocommuciauon on the planet. This was to prevent citizens from talking to one another but more importantly, to prevent them from contacting other planets. Next a complete blockade would be enacted, preventing anyone from leaving or entering. The Clone army would then order all civilians to their homes while also arresting a large portion of the population. The clone army would then inform the civilian population that unless the Jedi or other fugitive was handed over to them, all of the prisoners would be executed. If the fugitive did not present themselves and the prisoners were indeed exterminated, Order 37 gave strict and precise instructions on what to do next. The embargo on people and information entering or exiting the planet was to be maintained for over a month. Instead, an organization known as THE Commission for the Preservation of the New Order was to disseminate fake information AND PROPOGANDA to make it seem as though everything was normal. Most disturbingly of all, the order stated that it was imperative that the bodies of the executed were not to be returned to their families. Again, this was meant to prevent nearby systems from suspecting anything had happened which could undermine Imperial control. These operations were to be overseen by the Inquisitors themselves to prevent any information from leaking to the Senate or the wider galaxy. As far as we know, this Order was only ever used twice, once on Bellasa and another on Rosha, while trying to capture fugitive Jedi. This brutal massacring of civilians was a terrible but effective method of drawing out Jedi from hiding. Although rarely employed by the Clones themselves, similar tactics were used extensively by the Inquisitors, tactics we will likely see in the upcoming Kenobi series. Order 37 and 66, showcased the brutality of the Empire as well as how they were very willing to rule by fear. However, it must also be noted how Palpatine believed it was imperative that atrocities such as this were not shared with the wider galaxy.
