Scotland's government will treat Britain's next general election as a "de facto referendum" on independence, First Minister Nicola Sturgeon said Wednesday after the UK Supreme Court blocked her bid to hold a plebiscite. "We must and we will find another democratic, lawful and constitutional means by which the Scottish people can express their will.
