It is a remake of Resident Evil 3: Nemesis (1999). Just like its predecessor, Resident Evil 2, the game is set in Raccoon City, a city overrun by a whole new kind of biological threat. It follows the protagonist Jill Valentine, an elite member of her police division, the Special Tactics and Rescue Service (S.T.A.R.S.). It also follows Carlos Oliveira, a mercenary and member of the Umbrella Biohazard Countermeasure Service (U.B.C.S.) whose mission is to rescue as many surviving citizens as possible. The main story is set at the same time as the events of Resident Evil 2 in September 1998. Players take control former police officer, Jill Valentine, one of few surviving members of the S.T.A.R.S. division. An elite unit who investigated reports of missing persons in what has become known as the Mansion Incident. Jill is determined to continue investigating Umbrella, the creators of the deadly T-Virus. Umbrella has different plans, sending in the Bio-organic weapon known as ‘Nemesis’. Who is given one mission: Exterminate all remaining members of S.T.A.R.S. in Raccoon City. Their knowledge about Umbrella is too great a threat, and must be eliminated. Along the way Jill encounters members of the U.B.C.S. who explain to Jill and Carlos that a rescue helicopter can be contacted if they can reach the city's Clock Tower and ring the bell.
