It's been 15 years since the Raccoon City incident. The President of the United States of America, Adam Benford, decided to reveal the whole truth about the events of September 1998. Having dealt with the cult of Los Illuminados in Spain, Leon Scott Kennedy, one of the survivors of the events in Raccoon City, now an agent of the US secret service and, concurrently, a friend of the president, arrives to him, but becomes a witness of how, as a result of the terrorist attack , the president turns into a zombie. While protecting another Secret Service agent, Helena Harper, Leon is forced to shoot the president.Helena Harper believes that she is responsible for the death of the president, but at first hides details from Leon, since her younger sister, Deborah Harper, is being held hostage by Derek Simons, the national security adviser, who staged the attack, using Helena to neutralize the president's guards .During the game, Leon and Helena pursue Simons, and find out that the Mafia organization "Family" is behind his actions, which organized an attack on the president in order to prevent the decrease in US political influence if the president reveals the truth about the incident in Raccoon City.
