Brexit: UK-EU talks move to next phase

A deal had to be done imminently to allow EU nations to ratify it at next week's summit. Negotiations had stalled over citizens' rights after Brexit, the UK's so-called divorce payment, and in particular the border between Northern Ireland and the Republic of Ireland.
