North Little Rock, Arkansas (North Little Rock PD) **Due to the potential ambush position and it being unknown if Wiley possessed any weapons I did not give K9 announcements. I released K9 Vaughan and gave him his bite command as I continued to give chase. Through the brush I observed K9 Vaughan catch Wiley and I observed Wiley fall to the ground briefly losing sight of him. A few seconds later I arrived to where Wiley was and observed K9 Vaughan biting him on his left shin.** **The full Police Report is below and at the end of the video.** On 01/10/2023, at approximately 11:52 hours I observed a silver Honda Pilot displaying Arkansas license plate AER70A driving west on Pershing near Percy Machin. I observed the driver to be Robert Wiley who I knew to have a felony warrant out of Lonoke County Sheriff's Office. I responded to 4325 E McCain, the Home depot approximately one week prior where loss prevention identified Wiley as a theft suspect and had fled the scene prior to officer’s arrival in the listed Honda. I also observed the Honda to have a cracked windshield. I observed the Honda turn north on Percy Machin as I was driving east on Pershing. I was able to turn around and observed the Honda merging onto I40E from Percy Machin. Due to traffic I was not able to catch up to the Honda until it took the Prothro exit from I40E. I conducted a traffic stop on the vehicle as it entered the parking lot of 5800 Pritchard, the Days Inn.      I observed the female in the passenger seat later identified as Tosha Blount screaming at Wiley as he continued to slow roll in the parking lot. Wiley stopped on the west side of the business and fled on foot south carrying a black jacket. I commanded Wiley to come here, but he refused and continued to run. I deployed K9 Vaughan and ran towards the wood line where I observed Wiley running into heavy brush in a potential ambush position. Due to the potential ambush position and it being unknown if Wiley possessed any weapons I did not give K9 announcements. I released K9 Vaughan and gave him his bite command as I continued to give chase. Through the brush I observed K9 Vaughan catch Wiley and I observed Wiley fall to the ground briefly losing sight of him. A few seconds later I arrived to where Wiley was and observed K9 Vaughan biting him on his left shin. I was able to place Wiley into handcuffs and took K9 Vaughan off the bite. K9 Vaughan and I stood by until additional officers arrived on scene. Wiley had thrown the jacket he had been carrying and I discovered it along the path he had ran. I discovered the jacket contained four syringes that were loaded with suspected meth. Search incident to arrest one pocket knife and a small gun shaped knife were discovered on Wiley's person. Wiley is on probation with an active search waiver and has a suspended driver license.    During a search of the vehicle I discovered a zip up container under the middle console next to the driver seat. I opened it and discovered it contained two syringes loaded with suspected meth. The vehicle was released to Blount who is the owner. Blount's son Khelon Starnes and Hayden Spillers were occupants in the vehicle and were later released. I briefly spoke with Blount who advised when I initiated my traffic stop she was yelling at Wiley to not flee in the vehicle. Wiley was transported to Baptist Springhill Hospital where he was medically cleared and then transported to Southside. While at the hospital I spoke with Wiley. Wiley advised he ran because he knew he had a warrant and did not want to go to jail. Wiley advised Spillers had given him the black jacket and the loaded syringes were not his. Wiley advised he would never run from police again. Wiley's warrant was later confirmed. Wiley was issued traffic citation #N046112 for defective equipment and suspended driver license. I maintained custody of the seized items and stored them at the North Little Rock police property room where all necessary paperwork was completed. I was in unit 338 that has a MVR that was functioning properly at the time of the stop.
