Muscles generate force to move the body and when used repeatedly, they can increase both size and force output (strength). It's generally accepted that resistance training is the most effective way to enhance size and improve strength, however there is an ongoing quest to find ways to speed up the process. It sounds dangerous and counter-intuitive but the practice of restricting blood flow out of working muscles while exercising with light weights has been shown to be extremely beneficial for promoting muscle growth. Dr. Jeremy Loenneke is an Associate Professor of Exercise Science at the University of Mississippi who studies muscle fiber physiology.
